FSCP vision on amendments discussed in Shura Council
The vision of the Free Social Constitutional Party (FSCP) chaired by Mamdouh Qenwai on the constitutional amendments was taken to the Legislative and the Constitutional Affairs Committee in the Shura Council for discussion, said Safwat el-Sherif, Speaker of the Shura Council.
The step goes in line with the call of President Mubarak to hold a societal dialogue on the amendments plus rendering the visions of the different parties and civil society institutions in order to boost their participation in the march of reform.
Earlier, the FSCP confirmed that the constitutional and the political reforms fix the pillars of the up-to-date modern state.
This is to ensure the real stability and the free natural life as well as the equal rights of citizenship.
It also paves the way before the comprehensive development and prosperity for all citizens. In its vision, the FSCP noted that the amendments may lead to improving the balance between the Legislative, the Executive and the Judicial to limit the control of the Executive over the Legislative and the Judicial.
This is plus giving the prime minister a greater role in participating with the president in the making of the country's decisions; besides taking the decisions necessary in case of the presence of a grave danger which requires a quick intervention on the part of the president, let alone confirming the prime minister's right to choose his deputies and the ministers.
The new amendments should enable the Legislative, as represented in the People's Assembly (PA) and the Shura Council, to additional rights via increasing the PA supervision over the government in order to achieve balance between its powers and that of the Executive.
According to the proposed amendments, the PA would have the right for the first ever time to withdraw the confidence from the government.
The PA would be entitled the right to amend the general budget of the State without conditioning the agreement of the government besides refusing the statement of the government and requesting its amendment. This is plus giving the Shura Council legislative competencies.
The FSCP believes that the essence of the democratic system is the holding of free and fair elections.
This is to go in line with choosing the best election system which ensures the fairness of elections and the right of the people to express their political will, choose their representatives and change the government in light of the principle of the rotation of power.
