on the occasion of
the referendum on the constitutional amendments

Brothers and Sisters
I speak to you today at a crucial time in Egypt's march and a historic turning point in the struggle of our people for the Constitution.
People held the banner of this march and waged this struggle over two centuries in order to confirm their will and sovereignty as a source of legitimacy and authorities.
Egypt will witness, within a few hours, a very important event on the way of this march when citizens drive to participate in the referendum on the amendment of (34) articles of the Constitution.
Such constitutional amendments lead us in a historic step changing the face of political life in Egypt, opening new doors to democratic practice, exploring new horizons for action in our partisan and parliamentary life and maintaining the stability of the nation as well as coherence of its society and unity of its sons.
I have promised the people constitutional amendments, offered their features in my presidential program then I presented their proposals to the parliament in fulfillment of this promise.
Our parliamentary councils approved those amendments last week after nearly 20 months of discussions inside and outside the parliament in an unprecedented social dialogue.
An open and frank social dialogue in which members of parliament, intellectuals, writers, representatives of parties and symbols of civil society have participated.
This dialogue between majority and minority, opinion and other opinion reflected the modern and increasing vitality witnessed by our society in addition to the freedom of opinion and expression.
Brothers and sisters sons of Egypt,
The constitutional amendments reflect the reality of our society with its political, economic and social transformations and enhance sovereignty of people as the source of legitimacy and authorities.
These amendments entrench the concept, values and principles of citizenship and confirm the equality of all Egyptians before the law in rights and duties and in the participation in the society movement.
These amendments strike more balance between authorities and boost the role and authority of the parliament as regards monitoring the performance of the President of the Republic and the Government.
These amendments give a new impetus to the activities of parties and support their opportunities as well as opportunities of women to be represented in the parliament.
These amendments preempt any trading in religion and practicing the political action outside legitimacy and protect the homeland against dangers of terrorism.
Dear brothers,
I spoke to you in the eve of the referendum on the amendment of Article 76 of the Constitution two years ago and called for the effective participation in giving your opinions on said amendment.
The amendment of this article led to holding the first competitive presidential elections in our history and gave the political life a new momentum and vivacity and also opened the door before wide-ranging constitutional reforms that would be offered for your referendum within hours.
This referendum is a referendum on the future of the homeland and its result would reflect on its march for decades to come.
Such fateful changes in the history of nations are only made through the people according to their free will and as the President of the Republic and one of this people's sons, I call upon you to express such a will and participate in making the future of our homeland, and you will have the first and final say in tomorrow's referendum.
May God lead us to the good of Egypt and its people,
