The People's Assembly approves constitutional amendments

The People's Assembly finally approved the constitutional amendments after heavy arguments between, representatives of the National democratic Party(NDP), intense group and the independents.

315 members approved the amendments of 34 constitutional articles while 109 representing al Wafd, al Tagamu' and independents rejected them. The Speaker of the People's Assembly announced that the Egyptian President will be informed with the resolution and measures taken in order to present request of amendments in a public referendum.

Head of the People's Assembly Dr. Sorour attacked representatives of the religious front accusing them of trying to violate voting on the constitutional amendments. The People's Assembly approved Articles 1,4 and 5 adding a third paragraph, Article 12 para 1, Articles 24, 30, 33,37 and 56 para 2, Articles 59, 62, 73, 74, 76 para 3, 4, Article 78 adding a second paragraph, Article 82, 84 para 1, Article 85 para 2, Articles, 88, 94, 115, 118 para 1, Article 127, 133, 136 para 1, 2, Article 138 adding a second paragraph, Articles 141and 161 adding a second paragraph, Articles 173, 179 the sixth chapter, Article 1800 para 1, Articles 194, 195 and 205.

Dr. Sorour pointed out that 259 members took part in the discussions on the constitutional amendments; 492 representing the NDP, 62 for al Wafd, 29 for al Tagamu' and 119 for the independents.

The Assembly witnessed intense arguments between the majority and the opposition on Article 88 concerned with judicial supervision on elections. Yet, the People's Assembly consented to amending the article on the basis of the majority which stressed that the elections are likely to be a surgical operation and judges should not undertake the whole mission and that their role should be limited to mere supervision.

The People's Assembly witnessed edgy discussions on Article 75 which determines the responsibility of whoever takes over the state leadership temporarily in case the president is unable to work for any reason.

The opposition required that the head of the people's assembly should shoulder this responsibility instead of the suggested text giving this credibility to the Premier regarding that the head of the people's assembly is elected by people. Yet, the majority refused this and approved the article as it came from the legislative committee including the assumption of the Premier the leadership of the state in case of any emergency hampering the president from performing his role.
