The President's vision in the context of the Presidential electoral program

"The Constitution Reform" program

It provided the opportunity to amend Article (76) of the Constitution that gives the citizens, for the first time, the right to elect the president of the republic through direct vote for multi-candidates.

President Mubarak presents his own vision of amending the Egyptian Constitution to achieve:

• More balance among authorities

• Boosting rights of citizens and public freedoms

• Backing the partisan life

• Empowering women

• Developing local administrations

Starting from this point, the President seeks Constitutional reforms that could achieve:

• Boosting and reinforcing the Parliament's role in:

- Monitoring and questioning the government

- Giving more power to approve the State Public Budget

- Enhancing the Cabinet role, expanding its responsibilities and widening the scale in which the government shares the President in the Executive Authority, including the President's practicing of a number of his responsibilities after the Cabinet's approval

- Putting restrictions on the President's practicing of his given competencies according to the Constitution in case of any threats against homeland or if it impedes the State institutions to play its Constitutional role

- Guaranteeing the adoption of an ideal electoral system that enables more participation by parties in the Parliament

- Guaranteeing a minimum for women parliamentary seats through voting

- Developing the Local Administrations, boosting its executive and watchdog competencies and supporting decentralization in its performance

- Warranting the adoption of a new law for combating terror as a legislative alternative to combat such phenomenon without any need of the Emergency Law
